THE arduous search for a substantive town clerk for Chinhoyi Municipality has ended following the recent appointment of Sherperd Kamba to the council’s most powerful administrative post.

Kamba is currently Chegutu Municipality’s finance director. Council’s finance and human resources committee chairman Richard Chafausipo on Thursday confirmed the development in a communication from the Local Government Board (LGB) he read to full council.
“This serves to inform that the full Local Government Board sat on 11 January 2013 and through resolution 03/13, in accordance with section 123 of the Urban Councils Act, approved the appointment of Mr S Kamba to the position of town clerk for Chinhoyi Municipality effective on date of assumption of duty.
“Should he turn down the offer, council is instructed to re-advertise the position,” read Chafausipo.
The LGB’s recommendation was adopted by Councillor Divies Zinduru and seconded by Simeon Gotami.
Kamba landed the post following two rounds of interviews, although he did not participate in the first one.
The initial round of interviews held on June 21 last year in which incumbent housing director Timothy Maregere was tipped to emerge the most suitable candidate was allegedly riddled with irregularities owing to “poor quality” and “flawed shortlisting” of candidates forcing the LGB to order the re-advertising of the post.

Consequently, four candidates – namely Kamba, Karoi town secretary Maxwell Kaitano, Chegutu Municipality chamber secretary Jacob Chikuruwo and Guruve town secretary Tinos Marisa – were shortlisted after interviews held late last year.
Incumbent Chinhoyi chamber secretary Abel Gotora, who was also eyeing the post, reportedly fell by the wayside.
A total 32 candidates applied for the job.
Makonde district administrator Webster Tembo has been acting since the dismissal of Ezekiel Muringani in February 2012 for dereliction of duty and falsely claiming over $12 000 medical assistance when he was on full medical aid.
However, Muringani last month won an arbitral award ordering his reinstatement or that council extends a “golden hand-shake” in lieu of him bouncing back.
