The offence allegedly occurred at a roadblock in Bulawayo’s central business district and the accused later reportedly continued hurling insults at the policewoman after he was arrested and taken to the police station.

In the insults, he allegedly made reference to President Robert Mugabe.

Dennis Allan Mutch of SM Mills (Pvt) (Ltd) was not asked to plead to failure to obey a stop sign, criminal insult and undermining the authority of the President when he briefly appeared before Bulawayo magistrate Learnmore Mapiye last week.

He was remanded to January 8 on $100 bail attached with conditions after his lawyer Nikiwe Ncube applied for bail on his behalf on the grounds that he was of unsound health as he was diabetic.

The State represented by Malvern Nzombe did not oppose the application for bail.

Charges against him were that on December 3, Mutch was driving his Nissan truck along 13th Avenue and failed to stop on entering Samuel Parirenyatwa Street.

It is alleged that the policewoman, Constable Elizabeth Denhere , Sergeant Julius Mutepeya and two other police officers were manning a roadblock monitoring motorists who fail to respect the stop sign.

Mutch was stopped by Mutepeya and was informed that he was under arrest for failing to obey a stop sign.

He advised him to pay a fine of $10 for the offence.

Mutch allegedly fished out his wallet and removed a $20 note which he handed over to Denhere and said to her “ take this money and wipe your a**’’. He was immediately arrested for criminal insult and was escorted to Drill Hall by Denhere.

However, when they reached Drill Hall, Mutch allegedly continued hurling insults at the constable saying that the justice system in the country was unfair.

He allegedly went on to say: . . . “my $20 note is very important because it is from United States and this stupid country and its President are failing to have their own money”.
