ENERGY and Power Development minister Elton Mangoma, Constitutional and Parliamentary Affairs minister Eric Matinenga, Education, Sport, Arts and Culture minister David Coltart and Tourism and Hospitality minister Walter Mzembi, have been rated the best performing Cabinet ministers this year.

According to a Zimbabwe Independent (ZimInd) evaluation survey, those rated the worst included Home Affairs co-ministers Theresa Makone and Kembo Mohadi, Sithembiso Nyoni, (Small and Medium Enterprises), Joseph Made (Agriculture and Mechanisation), Herbert Murerwa (Lands and Rural Resettlement) and Heneri Dzinotyiwei (Science and Technology Development).
The Zimbabwe Independent evaluation naming this year’s top and worst ministers will be published in tomorrow’s edition of the paper.
In coming up with the ratings, input from political analysts, economists, farmer organisations, educationists, health professionals, labour expects and members of the civil society was taken into consideration.
Ministers were judged against the mandate they were given and the popularity of the policies they put in place.
