THE Constitutional Parliamentary Select Committee (Copac) says it will complete the Second All-Stakeholders’ Conference report by Monday next week.

It will also start compiling a national report and revised draft constitution to be submitted to Parliament soon.
Copac co-chairperson Douglas Mwonzora told NewsDay yesterday: “We are in the process of compiling a report on the all-stakeholders’ conference and we hope that we will be through with this report on Monday.
“The report will be used by Copac for its decision-making on the next step. We don’t know yet what the outcome of the all-stakeholders’ conference was.”
Mwonzora said they would use the report to relook at the draft constitution and also compile a national report.
“Where people agreed to amend the draft, we will amend and then take the draft and the national report we would have compiled to Parliament. In fact, we must now compile the national report for submission to Parliament.”
Meanwhile, the National Constitutional Assembly (NCA) has dismissed the stakeholders’ conference as a non-event and the whole Copac programme as a “national deception”.

NCA spokesperson Blessing Vava said his organisation “categorically dismisses the national deception that was Copac’s illegitimate Second All-Stakeholders’ Conference . . . bring on the referendum, we can’t wait to vote No”.
“The political party event that occurred on 21-22 October 2012 can only be considered as a national tragedy of epic proportions and one that must correctly be assigned to the darker side of Zimbabwe’s history,” he said.
“It was neither a ‘stakeholders’ meeting nor legitimate enough to be considered as representing the broad spectrum of Zimbabwean society. “Instead it was as undemocratic and borderline treasonous as has been the entirety of the Copac process since its inception by the inclusive government.”
