Officials said the local authority spent $672 730,45 on the pre-sell project in Pumula, which was implemented by AP Glendenning, a private property developer.
Bulawayo mayor Thaba Moyo said the local authority had adopted the pre-sell programme “as a solution to the city’s housing challenges”.
Moyo said BCC was aware that funding was a major challenge for residents and as a result devised a payment plan.
