Parastatals and State Enterprises minister Gorden Moyo has accused Zanu PF of running a parallel government with Mines and Mining Development minister Obert Mpofu behaving like a defacto Prime Minister.

Report by Khanyile Mlotshwa Moyo made the accusations that have since been dismissed by Mpofu at an address to journalists at the Bulawayo Press Club on Monday.

  He said Zanu PF’s behaviour had seriously compromised service delivery, especially in councils.

  “The MDC is in government,” he said. “MDC is not the government of Zimbabwe.”

  “If  the MDC was the government, I would take all the blows (about the challenges of Bulawayo City Council) lying down. I will appreciate it if you say our councillor or MP is weak.”

  “If you are into policy planning, you would know that issues of water are planned 50 years ahead. We are in this mess because of 30 years of misrule.” Moyo said he was among the people who set up the Prime Minister’s Office in 2009 and at that time, “there was nothing in this country when the MDC came in”.

  “When we get into power, we will go to Chiadzwa and take those diamonds and give them to the people,” he said.

  “As it is today, there are 90 000 jobs that have been created in Chiadzwa. Zanu PF is running a parallel government. It has a Minister of Finance in Obert Mpofu. Actually Obert Mpofu is a Prime Minister.”

  “Zanu PF always has Prime Ministers. Obert Mpofu took over from (Reserve Bank of Zimbabwe governor) Gideon Gono, who took over from (Zanu PF politburo member) Jonathan Moyo.”

  But Mpofu dismissed the allegations, saying Moyo was lying.

  “Perhaps he is talking about himself and his party,” he said.

  “If they are running a parallel government, they shouldn’t attribute that to Zanu PF.  We don’t know anything about a parallel government. If there is any parallel government, it can only be parallel to their warped thinking.”

  Zanu PF spokesperson Rugare Gumbo declined to comment on the issue. “I don’t know anything,” he said.

  “I can’t comment about anything. I haven’t seen it.  I can’t comment,” he added.

  Soon after the formation of the inclusive government in 2009, Zanu PF accused  the MDC-T of running a parallel government, but never produced any evidence to support the claims.
