High Court Judge Justice Andrew Mutema yesterday reserved judgment in an urgent chamber application in which a human rights lawyer wants the police and the Zimbabwe National Road Administration (Zinara) to stop arresting motorists without licence discs.

Roselyn Hanzi, a lawyer with Zimbabwe Lawyers for Human Rights, took the matter to the High Court after police fined her for allegedly failing to produce a “valid” licence disc.

This was after Zinara had unilaterally and without warning revoked the licensing extension it had granted to motorists. Zinara had extended the deadline to June 30 after the May 30 deadline passed without many licence renewals owing to long queues at the licencing agent, Zimpost.

Zinara lawyers Advocate Farai Mutamangira opposed the application, saying it was not urgent.
