Private beer outlets mushrooming in Harare have muzzled Harare City Council’s one-time cash cow, Rufaro Marketing, now on the verge of collapse.

The development has seen the local authority appealing to the government to give the council liquor licensing authority.

“We want to negotiate with the government to control licensing. Rufaro Marketing has been our cash cow but is not providing us which revenue right now because of mushrooming bottle stores,” said councillor Wellington Chikombo chairperson of the business committee.

He said council was however trying to match competition by upgrading its outlets.

“Because of the fact that Rufaro Marketing is under attack, we are mordenising our bars by installing televisions and state-of-the-art equipment,” he said.
