Zimra officials in porno scandal

Two Zimbabwe Revenue Authority (Zimra) employees have been arraigned before the courts for allegedly circulating pornographic material to different people using their office computers for the past eight months.

Joseline Dube and Brigton Matingo (42), based in Harare and Bulawayo respectively, were not formally charged with contravening section 26 (1)(b) of the Censorship and Entertainment Act, Chapter 10.04 (possession of prohibited articles), when they appeared before Bulawayo magistrate Ndumo Masuku.

They were both remanded out of custody to January 4 on $100 bail after their lawyer Kucaca Phulu of Phulu Ncube Legal Practitioners applied for bail on their behalf.
The pair was also ordered to report to the police, reside at their given address and not to interfere with state witnesses.

Admire Chikwayi for the state told the court that in October, Zimra’s information technology department discovered that their computer system was being overloaded and was slow.

This was affecting the revenue authority’s service delivery.

They started monitoring the computer system using Riverbed Appliance System which is a traffic monitoring acceleration utility.

They discovered that the pair had been using the utility system to send pornographic electronic mails to various people.

The material was taken to the Board of Censors, which confirmed that the material was indecent, obscene, offensive and undesirable and should be banned.

This led to the arrest of the two.
